Architectural Excellence : The building features wood frame construction, heavy insulation for energy efficiency, sound attenuation and air flow control, HEPA air filtration, negative pressurization, backup generator, single-ply membrane roof, and chilled water and steam for heating and cooling. The EIFS exterior was designed to complement the surrounding buildings, and the two-floor design was needed to accommodate both laboratory space (to BSL-2 standards) and office space within a small building footprint. The contract also required installation of bio-safety cabinetry and autoclaves for high-temperature steam cleaning of equipment.

Cost Energy Effectiveness : All heating and cooling is achieved through chilled water and steam, generated by a central plant for the entire campus. Additionally, the heavy insulation incorporated in the manufacturing process serves multiple functions, including sound attenuation, air flow control, as well as improved energy efficiency.

Technical Innovation : This project required extensive coordination between owner, contractor, subcontractors, and governing bodies. The process included contract officers, owner's engineers, separate approval processes for water, sewer, electric, phone, data, steam and chilled water, as well as air quality, State Watershed Management, and many others. In order to keep all parties informed, Lockard managed multiple conference calls, utilized an ftp site to manage project documents, and e-mail for approvals and notification of project milestones.

Furthermore, this project was the first design-build process for this client on a federal contract.
