Architectural Excellence : Exploring modular as an expansion solution, the County initially had concerns that the familiar wood framed structures would not fit their medium/maximum security needs, but after touring a steel & concrete detention center built by NRB, they were satisfied the industry could provide their permanent building addition. With a mixed use of 10 maximum security cells for women, and a medium level work release dormitory for 24 men, the layout had to manage the sensitive separation issues. The guard had to see both areas clearly, yet the two areas had to be visually apart. It has features & finishes for optimal security, with epoxy over 3” reinforced concrete floors, .060 class A FRP on impact resistant type XP drywall over reinforced steel framed walls, fastened with tamper resistant stainless steel screws, and a high grade detention Barrier Deck ceiling finish. It includes detention grade windows, doors, furniture and stainless steel fixtures. Brick façade and trim matches the existing.
Cost Energy Effectiveness : The building design is well insulated with R19 Poly-iso rigid insulation blanketing the roof, R13 fiberglass batt insulation in the walls and R19 open cell spray foam insulation sealing the floor assembly. The HVAC system is commercial roof mounted gas fired units, with 3 zones for optimal control. Lighting is controlled at the guard station. NRB worked closely with the site contractor to ensure no scope gaps that could result in cost over runs or unforeseen change orders would occur. The goal was to finish the building at the plant to the highest degree in order to keep on-site activity, costs and disruption to a minimum, so only the most sensible areas were finished on site, such as wiring back to the existing of security, fire, intercom, cameras etc by the site contractor through NRB provided conduits, or NRB taking the building envelope walls to the air barrier and the contractor installing final brick on site. All other features and fixtures were completed prior to shipping.

Technical Innovation : Constructed of structural steel framing, steel roof and walls (reinforced with # 9 expanded wire mesh in the woman’s high security area), and pre-poured concrete floors, the building achieves the permanence and performance of conventional construction. It is attached to the existing facility by a prefabricated link designed to include a built in concrete ramp accommodating the elevation difference of 16” between the two building floors. Inside, the guard office can view all spaces, and is protected with level 4 bullet proof glazing. NRB engineers removable lifting eyes into each module to allow the units to be picked up off trailers and set in place without the use of slings and spreader bars. In this case, special structural reinforcement was needed to accommodate the significant weights of the fixtures and features, including 400 lb. detention grade doors. The build-together process engaged at the plant ensures the building can be pre-tested and fits perfectly again once on site.
