Architectural Excellence : Montgomery County Community Prison needed a 512 bed, 60,000 sq. ft work release facility quickly, to meet their increasing demands so they looked to NRB’s off-site construction as their solution. The minimum security building is comprised of four two story dormitory wings, and four single story day room facilities, with spaces for all the necessary program requirements including sleeping, dining and dayrooms. The facility is finished outside with a colorful earth tone blend of sliced CMU and EFIS on the walls, and custom turquoise standing seam roof and trims for corridors, vestibules and stair towers handrails, matching the existing administrative building to which it is attached by a 268’ sloped corridor. Interior has painted gypsum ceilings, FRP or painted gypsum on walls with multi-colored tile floors for work release spaces; Rooftop equipment is concealed and protected by a black mesh fence.

Cost Energy Effectiveness : Already two years behind schedule in starting their much needed facility expansion, the time efficiencies gained through modular construction scheduling were paramount to meeting the County’s needs and budget. While the 60,000 sq ft space was being constructed at the plant, the owner and GC were able to simultaneously finish the central core and administration building portion of the project on the site. For this project, the building area constructed at the plant reached a 75% completion level prior to shipping, considerably reducing the owner and GC needs for extended on-site safety and trade supervision and with that, those related costs. The HVAC system incorporated high efficiency roof top units with energy recovery wheels, and VAV boxes providing zone control throughout. This system, combined with the use of spray foam insulation with integral vapor barrier and metered fixtures for showers, lavatories and toilets provides enhanced energy and water resource efficiencies.

Technical Innovation : The steel and concrete, non-combustible multi-story facility was built at the NRB plant entirely pre-assembled to allow all complex systems and interior/exterior finishes to be preinstalled, and pretested wherever possible prior to shipping. The original plan called for the sloping 268 lineal foot connecting corridor to be site built to accommodate the variation in grade elevations. NRB proposed that it could be pre-built at the plant, and set up temporary support points to replicate the precise grade variances at the site so when installed it all fit together perfectly as it connected to the admin building that was built on site. This inventive approach saved substantial on-site construction time and activity and in this environment, offered a considerable benefit for safety and security.
