Architectural Excellence : Williams Scotsman designed and installed 199 modular buildings including barracks, administrative offices, headquarters, operations centers, classrooms, and laundry facilities for the Fort Bliss Temporary Unit of Action Facility. The scope of work consisted of a complete modular building campus, including turn-key services from design conception to installation and the conclusion of the final punch list. The buildings designs met all stringent state, local, and Fort Bliss building codes and incorporated the functionality requirements of the Army Corps of Engineers.

Cost Energy Effectiveness : The key to a successful project completion involved sourcing from multiple manufacturing firms. Since no single manufacturer in North America possessed the capacity to build over 350,000 sq. ft. of modular space in less than 210 days to accommodate the Army Corps of Engineers requirements, strength, and cost-savings for that matter, were found in numbers. Obtaining maximum cost effectiveness for the customer and all involved parties, the project required a collaboration of knowledge and experience from several members of the modular industry. The modular team for Williams Scotsman’s portion of the project combined Clark Design Build, Williams Scotsman, Hunter Modular, ATCO Structures, and RamTech Building Systems. Williams Scotsman’s experience paired with the manufacturers’ capabilities meant that the appropriate plants produced buildings within their capabilities, ensuring timely and complete deliveries to the project site. Technical Innovation : Following a delay from an “award protest”, significant weather events, namely Hurricanes Katrina and Rita, created complications prior to the start of the Fort Bliss project. The majority of the issues affecting the project stemmed from the unfortunate weather climate due to Katrina and Rita. The areas affected by the hurricanes, including a major port in New Orleans, generated an immediate demand for modular space, in turn, creating a significant increase of the costs of materials. One of the participating manufacturers, ATCO, felt the direct effects of the climate through several days of power and water outages. Lastly, the increase in the cost of transports as a result of Katrina and rising fuel prices, and consequently, the competition for a limited number of drivers and delivery trucks at that time, the odds seemed stacked against the modular team. However, with collaborative innovation Williams Scotsman and the participating manufacturers ensured timely and sufficient resolutions
