Architectural Excellence : The proposed UEPH was designed to provide comfortable apartment-style housing within the framework of a promenade to create a livable and sustainable community for enlisted personnel. The Design-Build team’s approach to achieve these overarching goals was to configure the UEPH buildings in a U-shape that creates smaller building-based communities within each building’s internal court yard. The buildings consist of modular wood-frame apartment units on a crawl space complimented by a slab-on-grade wood frame common area. The units are placed off a double-loaded corridor for space efficiency. Exterior materials are selected for durability and include a warm colored stone veneer base, stucco textured metal panel siding, EIFS cornice treatment and TPO roofing. The interior finishes are engaging and durable. The atmosphere created by them elicits a professional appearance with qualities of warmth and invitation, emphasized by the use of color, pattern and texture.

Cost Energy Effectiveness : This building will achieve a minimum of 30% energy savings over ASHRAE 90.1-2004 energy efficiency standard. Sustainability highlights for the Fort Bliss project include but are not limited to the following:
- EnergyStar-rated windows and roofing material
- 50% diversion of construction waste
- Energy consumption will be 30% below that of the stated ASHRAE standard.

- Daylighting
- FSC Certified Wood

Technical Innovation : The building is set in an attractive, rugged cultured stone base that compliments existing facilities at Fort Bliss and is indicative of locally available materials. Metal panels rise up from the stone base and form the main exterior finish of the building. These panels possess a stucco-like texture and are extremely durable. EnergyStar Rated windows are punched in the exterior, with sun shades provided on the east, west and south sides to control heat gain and glare. The cornice is EIFS capped with pre-finished metal coping. These materials are used in creative ways to give the building a human scale, rhythm, professional appearance and a sense of permanence. The selected materials all meet or exceed the Army’s expectations as stated in the Scope of Work. These materials have been creatively employed to convey a professional appearance while creating a livable community that relates to human scale and has a sense of permanence.
