Architectural Excellence : This multi-functional building was built to replace the City of Nehalem’s old city headquarters built in 1963. Forty-year-old public restroom facilities were also updated. The city was looking for a structure to meet the needs of the public, City Hall and City Council. The building was designed with a 14’x12’ recessed entry into a 19'x12’ porcelain tiled hallway that divided office functions. The public restrooms can be accessed through a door from the hallway or through the rear 8’x12’ recessed entry. The light colors and open space give the employees a comfortable place to work and the City Council a place to meet while also serving the needs of the public.

Cost Energy Effectiveness : A standing seam metal roof was installed instead of architectural shingle roof to help reduce damage and loss from the high winds and rain that occur during the winter months. Stainless steel galvanized fasteners were used on all of the siding and exterior trims to help eliminate deterioration from the salt air. All Stainless steel fixtures were used in the public restrooms for durability and ease of maintenance. Windows were strategically placed to maximize the natural light throughout the building. Ceramic tile was used in place of vinyl composition for endurance. The storage and mechanical room walls are covered with plywood instead of sheetrock to allow the customer a more secure surface for mounting shelves and reduce the damage that can occur to sheetrock.

Technical Innovation : The building is located on the Oregon coast where weather and dry rot are major concerns. Two-ply Hydro Tex drainable wrap was used on the outside of the building to help eliminate moisture. All the interior doors are birch and are painted to a smooth finish. The flooring was upgraded to porcelain tile in the hallway and on the walls of the public restrooms with quarry tile flooring in the restroom. All of the interior walls in the offices, meeting hall and hallway were roll primer and paint. A locking pay window with an 8’ countertop and two locking cash drawers make it easy for the employees to process payments received during the business hours. Timer locks were installed on the public restroom doors to control public access times.
