Billy Bishop Temporary Pedestrian Gates

Airports within Canada are considered federal land, therefore municipal and provincial building codes or inspections are not applicable. However, airports fall within federal building codes and have their own specific requirements. At Billy Bishop Toronto City Airport, PCL was able to build temporary gate modules that met these requirements within our fabrication plant. We did need to obtain special permits for transporting our modules and a mobile crane on the car/passenger ferry. Emergency personnel can commandeer the ferry to access the airport in the event of an emergency, therefore, this required special planning considerations. As our installation crews were working on the “live” side of the airport, special security permissions and a security plan needed to be coordinated with the airport and federal security teams. As the exterior of the building would be exposed to running planes, fire specifications were provided by the airport and met with our light-weight cladding system. Architectural Excellence : PCL fabricated 24 temporary gate modules for the Billy Bishop Toronto City Airport in three phases at our off-site fabrication plant. The modules varied in size from 2.2m x 2.1m (7.1’ x 7’) to 13.9m x 3.7m (45.5’ x 12’). The design minimized the building footprint and the impact on grounds crew. The airport is located on an island situated less than 3 km from downtown Toronto. The island is not a flat surface and as such the airport’s ground conditions had to be given special consideration for leveling the slightly sloped modules. We created an installation plan that detailed footing and shim requirements based on the survey details. The second challenge presented was in transporting the modules and mobile crane to the site. The owner and operator of the passenger terminal, Nieuport Aviation, requested that the temporary gates have identical finishes and aesthetics to the rest of the airport. PCL Agile added an angled ceiling component, for an aesthetic appeal and equipment space.

Cost Energy Effectiveness : PCL’s installation team handled the deployment and mate-lining of all modules. Through this, they played a significant role in ensuring that the project achieved on-time phased occupancy within a very tight schedule. The airport renovation project was also facing liquidated damages if the gates were not opened on time and utilizing a modular approach allowed for the delivery schedule to be met. There was an estimated $280,000 in cost savings by using modular construction versus traditional stick built. However, that value does not include the reduced coordination time in managing the deliveries, installation and security issues that would occur with onsite construction.

Technical Innovation : PCL met the aesthetic, safety, and code requirements in part by sourcing a new product to clad the outside of the building. As the temporary gates were built to last years, the owner can use them even after the permanent gates will be installed for things such as fire safety training or for future expansion requirements. PCL designed a specific light-weight multipurpose lifting halo. The crane capacity was limited by the size of a mobile crane that could be transported on the island ferry. This crane capacity limited our module weight and the weight of the lifting halo. The custom lifting halo we created can be adjusted for various module dimensions and disassembled for easy transport. To ensure our twenty-four modules met the site conditions, were easy to install and connect the modules were fabricated in their final layout and we simulated the onsite slopes within our plant. This allowed our teams to ensure quick and easy installation and connections.
